Under section 53ZRA of the AMLO, the elements of the definition of a virtual asset include: I. Expressed as a unit of account or a store of economic value II. Functions as a medium of exchange accepted by the public (payment / discharge of a debt / investment) or provides rights to vote on governance matters III. Can be transferred, stored or traded electronically IV. Must be issued by a licensed institution
The definition comprises elements I, II and III, plus 'other characteristics prescribed by the SFC'. The identity of the issuer is not a definitional element. In addition, the Secretary for Financial Services and the Treasury may by notice prescribe a digital representation of value as a VA.

Which of the following is NOT excluded from the definition of a virtual asset under the AMLO?
Exclusions cover: value issued by a central bank (or its authorised entity), value issued by a government, limited purpose digital tokens, securities or futures contracts, stored value held in a stored value facility (SVF), and value prescribed by the Secretary for Financial Services and the Treasury as not being a VA. Meme coins are not excluded and remain regulated VAs.
